U.S. Delays Caribbean Passport Rule Implementation
Published on: August 22, 2005
U.S. State Department has extended the deadline for a proposed
requirement mandating that U.S. citizens traveling to the Caribbean
have a passport after Dec. 30, 2005. The move was feared by many,
including the cruise industry and Caribbean tourism officials, since
a large number of Americans still do not have passports and many
have traveled to the Caribbean using only driver's licenses and
birth certificates as identification. As of now, the State
Department has set no new deadline for U.S. travelers to have a
passport when traveling to the Caribbean. Similar proposed rules
requiring passports for travel into Canada and Mexico by Dec. 31,
2006, were also expected to be withdrawn. The Intelligence Reform
and Terrorism Prevention Act of 2004 requires that by January 1,
2008, travelers to and from the Caribbean, Bermuda, Panama, Mexico
and Canada to have a passport or other secure, accepted document to
enter or re-enter the United States. The Departments of State and
Homeland Security subsequently announced the Western Hemisphere
Travel Initiative to secure and expedite travel. The Western
Hemisphere Travel Initiative requires all U.S. citizens, Canadians,
citizens of the British Overseas Territory of Bermuda, and citizens
of Mexico to have a passport or other accepted secure document to
enter or re-enter the U.S. by January 1, 2008. A State Department
spokesman said the administration is now proposing a revised
schedule of implementation which is still to be determined, but it
recognized the early Dec. 31, 2005, deadline for implementation in
the Caribbean was going to cause some problems for the industry.
Final regulations will be published in the Federal Register, though
there is no timetable for publication.

Departments website at
