U.S. Delays Caribbean Passport Rule Implementation Published on: August 22, 2005 U.S. State Department has extended the deadline for a proposed requirement mandating that U.S. citizens traveling to the Caribbean have a passport after Dec. 30, 2005. The move was feared by many, including the cruise industry and Caribbean tourism officials, since a large number of Americans still do not have passports and many have traveled to the Caribbean using only driver's licenses and birth certificates as identification. As of now, the State Department has set no new deadline for U.S. travelers to have a passport when traveling to the Caribbean. Similar proposed rules requiring passports for travel into Canada and Mexico by Dec. 31, 2006, were also expected to be withdrawn. The Intelligence Reform and Terrorism Prevention Act of 2004 requires that by January 1, 2008, travelers to and from the Caribbean, Bermuda, Panama, Mexico and Canada to have a passport or other secure, accepted document to enter or re-enter the United States. The Departments of State and Homeland Security subsequently announced the Western Hemisphere Travel Initiative to secure and expedite travel. The Western Hemisphere Travel Initiative requires all U.S. citizens, Canadians, citizens of the British Overseas Territory of Bermuda, and citizens of Mexico to have a passport or other accepted secure document to enter or re-enter the U.S. by January 1, 2008. A State Department spokesman said the administration is now proposing a revised schedule of implementation which is still to be determined, but it recognized the early Dec. 31, 2005, deadline for implementation in the Caribbean was going to cause some problems for the industry. Final regulations will be published in the Federal Register, though there is no timetable for publication. If passengers want further information they can visit the State Departments website at Due to U.S. Department of Homeland Security regulations for Electronic Notice Of Arrival/Departure (e-NOAD) dated April 22,2005 and Advanced Passenger Information System (APIS), dated April 7,2005, the following will be required from all passengers (individually, not per family) who board the Regal Empress for sailing beginning on October 25,2005. • Last Name • First Name • Middle Name • Nationality • Country of Residence • Date of Birth • Gender • ID number in the form of: *Passport # (not required of U.S. citizens until December 30, 2005 provided that an accepted alternative form of citizenship is presented. This can be an original birth certificate along with a government issued photo ID) * Country of issue of ID * Expiration Date of ID * Full address (including city, state and zip code) •Terms & conditions are subject to change, required documentation is determined by U.S. Immigration and Naturalization.
